OSA is pleased to announce the election slate of candidates for the 2019 OSA elections. The election for the 2020 Vice President and two Directors at Large is open 19 June through 16 August 2019. OSA needs your vote to select the best leaders for the Society. Please read the candidates' profiles and personal statements to learn about the candidate's background what each hopes to achieve if successful in the OSA Elections.

Results will be announced Tuesday, 17 September 2019, at the OSA Annual Business Meeting during the 2019 FiO + LS Meeting in Washington, DC, USA and will be available on the OSA website in September.

*Individual, Emeritus and Recent Graduate members in good standing as of 26 July 2019 are eligible to vote in this election. Student and Youth Educator members are not eligible to vote.

The 2019 OSA Optical Design and Fabrication Congress, including the Optical Fabrication and Testing (OF&T) and the Freeform Optics topical meetings, was held June 10 - 12 at OSA Headquarters in Washington, D.C. With over 200 attendees, the Congress featured developments, key concepts and applications in optics manufacturing and metrology. Some of the Congress' hot topics included fabrication of optics by lasers, additive manufacturing of optical components, molding of micro-optics, advanced metrology systems and more. Additional highlights included a discussion on the future of additive manufacturing technologies for optical applications and a session on the challenges of fabricating and finishing large mirrors for optical telescopes. OSA Member, Kyle Fuerschbach of Sandia National Laboratories received the 2019 Kevin P. Thompson Optical Design Innovator Award during the Congress for his work in designing and testing the first-ever free form imaging telescope to demonstrate freeform surfaces in optical imaging systems.

Travis Sawyer, University of Arizona, USA was selected to receive the 2019 Paul Anthony Bonenfant Memorial Scholarship. As the recipient, Travis will receive $8,000 towards his study abroad experience at the Korean Advanced Institute of Science and Technology. His research project there will involve developing and testing a clinical, miniaturized, endoscope that combines fluorescence lifetime imaging and optical coherence tomography

Paul F. Forman Team Engineering Excellence Award- recognizes team technical achievements such as product engineering, process and software development, and patent development, as well as contributions to society such as engineering education, publication and management, and furthering public appreciation of optical engineering.

Herbert Walther Award - recognizes distinguished contributions in quantum optics and atomic physics as well as leadership in the international scientific community. This award is co-sponsored by OSA and Deutsche Physikalische Gesellschaft (DPG). Nominations for the 2020 award should be submitted to DPG.

John Tyndall Award - recognizes an individual who has made outstanding contributions in any area of optical-fiber technology, including optical fibers themselves, the optical components used in fiber systems, as well as transmission systems and networks using fibers. This award is co-sponsored by OSA and IEEE Photonics Society. Nominations for the 2020 award should be submitted to IEEE Photonics Society.

The U.S. Department of Energy (DOE) has issued a Notice of Intent and Request for Information: Quantum Information Science Centers which seeks comments from the public on "topic areas, organization, requirements, review criteria, and assessment process" of possible future DOE Quantum Information Science Centers. Read the Notice of Intent and Request for Information. Written comments are due by 5 July 2019.

The U.S. National Science Foundation and the National Science and Technology Council has issued a Request for Information (RFI) on National Strategic Overview Quantum Information Science which seeks input from the quantum research community on quantum information science as it relates to recommendations from the "National Strategic Overview for Quantum Information Science" and the recently passed National Quantum Initiative Act. The RFI poses eight questions to the community on the subjects of the technical challenges and opportunities, the role of industry, labs, and universities, workforce needs, and international collaboration. The 14th Pacific Rim Conference on Lasers and Electro-Optics (CLEO Pacific Rim) will be held at the International Convention Centre, Sydney, Australia from 2 to 6 August 2020. The Conference will cover all major areas in lasers and optoelectronics along with tutorial sessions, invited sessions and workshops in areas of current interest. The U.S.-China trade dispute is once again directly impacting the optical communications sector, following last year's ban on sales to Chinese equipment maker ZTE. Now a White House executive order has imposed sanctions on Huawei, a telecom giant with over US$ 100 billion in revenues, but one highly dependent on foreign suppliers of chips and software. Swept up in this are the companies directly impacted by the sanctions, as well as companies on all sides that may benefit from the disruption in the supply chain. Complicating this are announcements of exemptions, delays, and a timeline to review the policies. And there are the ripple effects to stock prices, consumer and business confidence, currency exchange rates, and the economy more broadly.

This is a time of great opportunity in agriphotonics-the use of optics and photonics in agriculture-but the field faces challenges in two very different markets: wealthy and less-wealthy countries. This was one of the findings of a meeting on Advanced Spectroscopy in Precision Agriculture, held on 13-14 May 2019 at OSA headquarters, in Washington DC.

Agricultural products contribute about US$ 5 trillion to the global economy, and OIDA estimates the market for agricultural equipment and materials (including seed, feed, and fertilizer) at about US$ 650 billion. The cumulative investment in agricultural science lags far behind human medical science, but improvements in productivity are now needed to expand global food production to meet demand and keep food prices affordable. To this end, the industry is looking to so-called precision agriculture, also known as smart farming, or Farming 4.0 (imitating the idea of Industry 4.0).

OIDA estimates that the spending on so-called precision agricultural equipment is in the single-digit billions of dollars per year. Much of it requires optical technology, including hyperspectral imaging, to identify a range of parameters, such as soil hydration. Optics is already in use to analyze crops from satellites, drones, and at field level.

On 16 May, OIDA Senior Analyst Tom Hausken presented an overview of the optics and photonics industry to the OSA Student Chapter at Stanford University, one of the most active chapters in the world. The presentation included a discussion of the modern view of innovation as compared to the more traditional "linear" view (i.e., one that originates in the research lab and terminates at the end product). Modern innovation also incorporates so-called open innovation practices. About 45 students and faculty attended the event.
