The Optical Society congratulates the U.S. Congress for final passage of the National Quantum Initiative Act of 2018 (S. 3143). With approval from the U.S. House of Representatives, the legislation, aimed at creating a coordinated national effort to advance significantly quantum research and technology, will be sent to U.S. President Donald Trump to sign into law.

"Congressional approval of the National Quantum Initiative Act demonstrates a recognition of U.S. government leaders of the growing importance of quantum science and technology," said Elizabeth Rogan, CEO of The Optical Society. "As a co-founding partner of the National Photonics Initiative (NPI), OSA will work with our government, academia and industry stakeholders to support the success of this critical investment."

Providing a professional and safe conference environment, plus raising awareness of harassing behaviors, are critical priorities to OSA and SPIE. When I received the invitation to participate in the 10 year celebration of the foundation of the Universidad de Santiago OSA Student Chapter through the Travelling Lecturer Program, I couldn't believe it. The students remembered me as an old member of the chapter and invited me to talk to them about how OSA and the chapter impacted and potentiated my career in science. Thanks to the chapter, I could assist international conferences where I organize many activities. I had a lot to share about my experience as a former member of the chapter and how the experience grew me up.

Surprisingly for me, Federico Furch, 2018 OSA Ambassador was invited to participate in this event. He talked about the opportunities that chapter members will have as OSA Members after finishing school, which was the perfect complement to my talk. This lecture was example of the many quality events Universidad de Santiago OSA Student Chapter organized and I was proud to be a part of it. My congratulations to all the members.

Combine your interest in policy with your science background. Apply for the 2019-2020 OSA Congressional Science Policy Fellowships. Congressional Fellows spend one year on Capitol Hill working as legislative assistants on the staff of a member of U.S. Congress or a Congressional Committee. Applicants must have a Ph.D. by the start of the fellowship, 1 September 2019, to be eligible. Mid- and late-career applicants are also encouraged to apply. In addition to being a great opportunity for young professionals, it is also an ideal way to spend an academic sabbatical or leave of absence from a company. You are invited to submit a presentation for the Technology Transfer Program, scheduled for CLEO 2019 on 9 May, in San Jose, California.

Speakers are being solicited for two panels:

• Technology Transfer Tutorial: The tutorial section will feature one speaker asked to speak about technology transfer 101, including the licensing process, and will serve as an introduction to the Technology Transfer program..
   
• Pitch Panel: This 1.5 hour session will include 4-5 speakers presenting their technology, why it is valuable and the next steps to commercialize it.

Submissions encouraged from universities, government laboratories, start-ups and established companies.

The keynote speaker for the OIDA Executive Forum at OSA's Laser Congress sees diminishing gains in such laser applications as communications and microlithography, but much richer opportunities in the use of lasers in manufacturing. This was one of the long-term views discussed at the forum, held 8 November 2018 in Boston. The keynote, David Townes, is co-founder of investment firm Needham & Co. and worked with many clients in our industry over the years.
